COWBOYS. Or the Bounty Hunters. When the justice system can't get a hold of a fugitive, they put out a bounty for them, and wait for these guys to come looking for the cash. Though bounty hunters are usually said to only be in it for the money, without them there would be a whole lot more criminals out in the solar system.
ISSP. The Inter-Solar System Police, or the real badges. These guys are the actual police force and detectives that work hard keeping the peace and serving their community. Just because there are tons of bounty hunters in the skies, doesn't mean the ISSP isn't pulling some weight. Though corruption rears it's ugly head anywhere, you can trust that most of the ISSP is here to protect and serve.
BOUNTY HEADS. These are the low-life criminals who've gotten a bounty pinned on their heads. These range from petty crimes to outright terrorist attacks, not to mention a few falsely accused or framed. This is a wide range of people, of all walks of life, with just one thing in common: the cowboys are out to get them.
SYNDICATE. These are the big time criminals. And though the Red Dragon doesn't exist in this roleplay, there are sure to be a few more that pop up to take it's place. Crime Syndicates usually have their hand in the ISSP, so they rarely show up on the wanted posters or get any sort of coverage at all, but that just makes them more dangerous. Without money or fame to gain from confronting them, and everything to lose, it would take a real hero to oppose them.
CIVILIANS. And finally we get to the ordinary people. Those who shun a life of crime (for the most part), but have no interest in fighting against it either. They live out their lives, doing whatever they enjoy doing. Don't forget you can make these guys!
